As much as I hate to say this, Miss Cyrus and other's in her peer grounp use sex to sell, so as for the question Kiddie porn or not, at 17 atleast in the UK, she could be married, have a child, even be a member of, all be it limited member of the UK's military, so whilst in my mind this is a clear violation, Kiddie porn it is not, although if this was any onther 17year old then yes it is, but if you use sex to sell your self then the issue is muted.
